Work with European cities to implement local urban projects

The URBACT Call for Action Networks invites cities across the European Union and partner states to form transnational networks and implement concrete actions based on their local urban strategies. The call supports sustainable urban development by combining peer learning, exchange and capacity building with the implementation of practical, locally rooted actions. Selected Action Networks will embark on a 2.5 year journey of cooperation with expert support and increased funding to develop Action Portfolios and gain visibility at the European level. Cities work together to address common challenges and produce transferable implementation knowledge.
Who can apply?
The call is open to city administrations and local authorities from the 27 EU Member States as well as Partner States including Norway, Switzerland, Albania, Bosnia & Herzegovina, Montenegro, North Macedonia, Serbia, Moldova and Ukraine. Networks should be composed of 6–8 partner cities or municipalities willing to put strategies into action and implement concrete local measures.
Funding:
Each Action Network can propose a budget of up to €1,000,000 covering eligible costs, such as staff, travel, external expertise and equipment. At least 50 % of the budget must be allocated to local action implementation. Co financing rates vary by region and programme fund (ERDF, IPA, NDICI, national funds), with partners from more developed regions co financed up to 65 % and those from less developed or IPA/NDICI areas eligible for higher support.
