The European Commission's State of the Digital Decade 2025 report evaluates the EU’s progress toward its 2030 digital transformation targets in four key areas: skills, infrastructure, business digitalisation, and public services. While notable progress has been made, significant gaps persist. According to report findings, Digital skills remain a major challenge: only 55.6% of Europeans possess basic competencies and there is a general shortage of ICT specialists, further exacerbated by a significant gender gap. These gaps only further hamper advancement in critical sectors. Although public service digitalisation improved in 2024, reliance on non-EU providers persists. Lastly, the report highlights ongoing issues such as market fragmentation, complex regulation, and strategic dependencies, calling for greater investment and access to venture capital. Member States will review recommendations, and targets will be reassessed in 2026 to align with the evolving digital landscape and EU priorities.
