We would like to inform you that our Spanish member SODENA, on behalf of the Government of the Navarra region, is looking for project partners to apply to the F4GOV Project's Technical Support Instrument 2026 Call. The F4GOV Project ('Future-Fit Workforce Planning for Resilient and Agile Public Administrations') aims to address the EU's calls for stronger, more agile and inclusive public administrations by addressing key Country-Specific Recommendations (CSRs) in Spain, Italy, Portugal and Belgium. The aim of these recommendations is to improve administrative capacity, modernise the management of human ressources, reinforce institutional resilience and ensure that the public sector is able to implement Europe's twin green and digital transitions.
F4GOV addresses these CSRs by:
• Providing support to countries in addressing their needs through the provision of tools and strategies that enhance how public administrations plan, recruit, develop, and retain their workforce;
• Promoting the definition of agile and future-ready job profiles, integrating emerging competencies into recruitment and learning systems, and applying predictive workforce analytics to align staffing with evolving policy and societal demands;
• Fostering a peer-learning environment and the co-creation of practical solutions tailored to each country’s context, supporting the transformation of public administrations into inclusive, effective, and resilient institutions.
With a total budget of € 650 Billion, the project will develop adaptable tools, pilot innovative HR models, and foster intergovernmental knowledge transfer to build a future-fit workforce across diverse governance systems.
Key activities include:
• Agile Job Analysis Toolkit: Co-creation of a modular framework for job role definition, and piloting of agile profiling methods in participating countries;
• Competency-Based Recruitment Reform: Development of practical, value-based selection models, and replacement of exam-heavy procedures with skills-focused pathways;
• Future Competency Forecasting: Identification of green and resilience-related competencies, aligning classification systems and training offerings accordingly;
• Personalised Training Itineraries: Design of modular learning pathways for role-specific development, addressing both reskilling and upskilling of public employees;
• Workforce Mobility and Succession Planning: Development of mechanisms for mentorship, internal mobility, and talent retention.
Tailored Activities include:
• Design and pilot of a new competency-based recruitment model: co-development of a selection model that shifts focus from theoretical exams to practical skills and values, and piloting of the new model in selected central administration recruitment processes (e.g., digital transformation units);
• Mapping and forecasting of future competencies: Identification of critical competencies for the digital and green policy agenda (e.g., data science, sustainable procurement, citizen engagement), and the integration of findings into job classification and training systems;
• Development of personalised training itineraries: Creation of modular, role-based training pathways using national training platforms (e.g., INAP), and addressing of upskilling and reskilling needs for current staff and new entrants;
• Implementation of an agile job analysis tool: Testing of tools to rapidly define new roles or modify existing ones in response to regulatory or strategic changes, use of case studies related to Spain’s digital administration agenda (e.g., cybersecurity, AI in public services);
• Establishment of knowledge transfer and internal mobility mechanisms: Development of frameworks for mentorship, succession planning, and mobility within Spain’s public service, especially targeting critical sectors facing generational transition.
